Stain only lasts if the wood is ready for it. We clean off the gray, the mildew, and the old failing stain, let the wood dry down to the right moisture level, and then apply a stain the boards can actually absorb. Solid, semi-transparent, or clear depends on the wood's age and how much grain you want to see.
Most decks are due when water stops beading on the boards. A properly prepped and stained deck sheds rain, resists fading, and buys years before the boards themselves need attention. Fences get the same treatment, sprayed and then back-brushed so the stain works into the grain.
